This is very serious and something has to be done about this hideous proposed Planning Application on the grounds of the Kilmardinny and Super Valu on Lorcan Avenue in Santry. Many of these apartments that they want to build are 6 storeys high in an area which has always been a 2 storey area. Naturally the residents of the area, especially those most effected by this proposed development, those on Lorcan Avenue and Lorcan Grove are vehemently opposed to this on a number of grounds; including; but not limited to; increased traffic, noise and pollution, reduced water pressure, loss of light and lack of privacy, and are preparing to fight this very strongly. Now this particular version of this Planning Application has been declared invalid, but from all the information available, they are going to reapply again very soon with the exact same plans. Full Development Description
Redevelopment on a site with an area of 7,922sqm (0.792 hectares) located along Lorcan Avenue and opposite the junction of Lorcan Avenue with Lorcan Green to the east and adjacent to a public open space and Lorcan Grove to the north. The development involves the demolition of the existing Kilmardinny Inn, an ESB substation, the existing Supervalu and one single storey retail unit and the retention of four existing single storey retail units. It involves the construction of two new mixed use urban blocks (block 1 and block 2) comprising 3,4 and 5 storey over basement structures, with a gross floor area of 14,264sqm in to accommodate: a) 94 apartments with balconies or terraces (17 no. one bedroom, 59 no. two bedroom and 18 no, three bedroom) on ground and above ground floor level and roof gardens at 2nd, 3rd, 4th and 5th level above ground. There are balconies on the southern, northern, western and eastern elevations of both blocks. b) 2 no. retail / office units at ground floor level to block 1 with a gross floor area of 296sqm (ranging in size from 101sqm to 130sqm to accommodate use classes 1,2,3,8,10 and 11 such as retail office, professional / financial services, and medical / health services. c) a creche at ground floor level to block 1 with a gross floor area of 166sqm to accommodate 25 no. child care places. d) A public house with an external beer garden / smoking area and a lounge at ground floor level and ancillary rooms at basement level to block 1 with a gross area of 819sqm. e) A restaurant at first level above ground floor level top block 1 with a gross floor area of 411sqm. f) 9 no. retail / office units at ground floor level of a mall and mezzanine floor level to block 2 with a gross floor area of 2142sqm (ranging in size from 61sqm to 1201sqm) to accommodate use classes 1,2,3,8,10 and 11, such as retail, office, professional / financial services, and medical / health services and also restaurant / cafe uses. g) The provision of 199 no. car parking spaces at basement and the provision of 20 no. car parking spaces at street level. Vehicular access to the site will be by a new formed shared single access road from Lorcan Avenue. The proposed development includes the provision of a sub station , refuse storage facilities, bicycle parking, roof terraces, and all site works hard and soft landscaping and all other ancillary works. The proposed development is below the relevant thresholds which require the preparation of an EIS.
