EPA grants Shell an IPPC licence

Was it a stitch up, or are the emissions really harmless?

The EPA announced yesterday that it has granted a IPPC licence to operate a controversial refinery at bellanaboy Co. Mayo.
This has been described as "very sad day for Erris" by Mary Corduff and John Monaghan http://www.corribsos.com/index.php?id=1629

But what does it mean for the project as a whole, and the attempts been made by shell-to-sea to have the refinery sited offshore.
There is no doubt that the granting of the licence is a huge step forward for the "project", but is it the deathnell for the Shell-To-Sea campaign?
A spokesperson for the campaign has stated they are examining legal options including judicial review of the decision or bringing a case to Europe.
