Imelda came from a poor background it seems and never wore shoes as a child.Hence she accumulated 100,000 pairs when she married Marcos who was in the habit of buying real estate/ skyscrapers in New York to escape from the dread of returning to the hovel in which he was reared in Manila city.
C.J Haughey was surrounded by corrupt politicians and rather than plummet to the dismal level of those whose votes he had secured to achieve high office,he decided that an honorable compromise was to levy a "tax" on the wealthy businessmen whose retail empires were based in offshore Islands,and who contributed little or nothing to the irish economy except the dismally low wages that their shop girls were known to earn... or the pittance that hoteliers such as P.V. Doyle paid their chambermaids -all of whom duly paid their taxes "at source".
A wonderful source of revenue it was, called "Paye as you earn".and pay they did-through the nose.!,but it never seemed to be enough to keep the economy shipshape.
Naturally Charles squirreled away his cash "donations" in the self same distant Isles where his courtiers and admirers also banked.
This greatly assisted him to life the lifestyle that a man of his talents merited, breeding racehorses,Parisian Haut Couture, etc etc.while waiting for his property investments to be re-zoned... in the fullness of time.

Wondering if he could do anything else to help( himself ) and the poor,come re-election time he felt that it would be a great easement on the rich landowners and big country house gentry if the despised rates were abolished .Realizing that even the poor hated this big annual bill, he knew he was on to a winner. He threw in the abolition of car tax for good measure and guess what.' He was carried on the shoulders of the milling throng back into Leinster House to continue the good work.

(His little apprentice Bertie is about to give a repeat performance,now that that old spoilsport McCreevy lingers in the distant badlands of Brussels,out of sight out of mind,out of harm,s way.
Bertie,s repeat performance is boosted by a booming economy.Charley never had it as good as Bertie.Still there are a few big nursing home bills to pay...never mind-that can wait until after the big re- election.!
Neither Charlie nor his apprentice Bertie could never be compared with Daniel Arap Moi...Mobutu Sese..and certainly not President Marcos. Charlie did not even steal from the rich..their contributions were the gracious acknowledgement of a loyal fellowship of like minded souls busy about their task of accumulating that which the world prizes above honour, honesty ,integrity,and justice.
Charlie was truly a man of the world,and what blame is there in that.?? Besides, 90% of the irish electorate never heard of those guys anyway.!

How many taxi plates do you own John? How many rented properties do you own? How much tax did the government catch you for.... was it £200,000? (as resported in the Sunday Business Post)

According to a previous indymedia posting it was only in the region of 100K:
Three taxi plate holders have agreed tax settlements totalling almost £150,000 for undeclared income and Vat, following an investigation by the Revenue Commissioners.
The single largest settlement for £108,684, including interest and penalties, was by John McDermott of 56 Martin Savage Park, Ashtown, Dublin. His occupation is listed in Iris Oifigiuil as "taxi/landlord". (Sunday Business Post 2002)

The Moriarty tribunal yesterday, wanted to know about contacts arranged by the then Taoiseach Charlie Haughey, between Ben Dunne and Seamus Pairceir, who retired in 1987 as Chairman of the Revenue Commissioners. !!
It is believed that tribunal investigators stumbled across a meeting sometime in the mid-1980s between Mr Dunne and Mr Pairceir as part of a protracted trawl though archives at the Revenue Commissioners.
At the time they met, Ben Dunne, who was running Dunnes Stores, was worried about a potential €30m tax bill if the family trust was broken up and in March 1985, he decided to postpone the vesting of the trust.
The Dunnes trust had been set up in 1964 for 21 years and in 1985 the trustees decided to extend it for a further 21 years.
Subsequently, a deed of appointment was granted to four trustees: Noel Fox, Frank Bowen, Bernard Uniacke and Edward Montgomery.
The trustees had the power to distribute the assets at anytime they chose but if they didn't, the assets couldn't be passed to the five Dunne siblings.
The Revenue Commissioners contested the extension of the trust and sent the Dunnes a tax demand for €30m. In 1988, the Appeals Commissioners dismissed the tax bill after a three-day hearing.
Those familiar with the details of the Dunnes case in the Revenue were said to be "surprised" that the Revenue didn't appeal the case to the High Court. "There were very complex matters in law," said one source. "There was a lot of money involved and it was usual then for the Revenue to appeal on a point of law to the High Court and I'm surprised it was decided not to pursue the Dunnes case despite the complex points of law."
Later, Ben Dunne claimed the trust was a sham, that family members ignored the conditions of the trust and used its assets as they saw fit.
Back in 1997, the McCracken Tribunal heard about a another meeting arranged by Mr Haughey in 1988 between Ben Dunne and another former chairman of the Revenue Commissioners, Philip Curran, where the €30m tax bill was raised.
Mr Justice McCracken found that nothing wrong, improper or untoward arose from the meeting between Ben Dunne and Mr Curran.
However, the McCracken Tribunal knew nothing of the meting between Ben Dunne and Seamus Pairceir and today its successor, the Moriarty Tribunal will investigate the meeting and publicly question both men.
Mr Pairceir has already given evidence to the Moriarty Tribunal about Mr Haughey's tax affairs and his involvement as a Revenue Official in matters concerning them.
After he retired from the Revenue in 1987, Mr Pairceir became chairman of the Customs House Docks Development Authority but resigned in 1991 after the then Taoiseach, Charles Haughey, said he should "step aside" while an investigation into the sale of the Johnson, Mooney and O'Brien site in Ballsbridge.
Mr Pairceir was a director of United Property Holdings, the company that bought the JMO'B site and sold it on before it was ultimately purchased by Telecom Eireann.
Today is also the first time the Moriarty Tribunal, will sit in public since March 2004 when it rose for the Easter break. It was set up in 1997 to investigate payments made to Charles Haughey and Michael Lowry and whether the politicians did any favours in return for any money they received.
