Would not a Work to Rule carry your message to those in power better than a two day strike, that loses the strikers two days pay?
The industrial action that needs to be carried out across the public sector should of course involve a 'work to rule'. It should also involve withdrawal from all aspects of co-operation with all of the extra work they have imposed on us over the last few years as 'quid pro quo' for paltry wage increases. In the teachers' unions this would include ending of parent-teacher meetings outside of school time, ending of staff meetings outside of school time, withdrawal of co-operation with Whole School Evaluation, ending of all in-service etc.
But while all this is necessary, in itself it's not enough. What is needed is a complete shutdown of everything - public and private sector for a day as the starting point of a fightback. This will have two effects:- 1. It will show the government we are serious and determined and cannot continue to be treated with contempt. 2. It will prove to us the strength we have when we stand together and will provide a great basis for future co-operation as the battle with the government intensifies
