When the anti bin tax campaign
went quiet after the Autumn / Winter of 2003,
they were expected by the pundits to return after the local elections in June 2004.
Despite a flurry of activity around the estimates
the fact that the Council was biding its
time meant the campaign focussed on the courts and the council chamber.
All the bins were being collected and the courts at least were of some use -
with a precedent set that threw
the council into legal quandaries as it
seemed to imply that 2 years bin tax (2001 / 2002) were invalid and people could claim it back.

to the streets to deal with bags left behind.
They're marching this Saturday at 2pm from the
Garden of Remembrance and txt msgs are floating around encouraging bags and wheelie bins to be brought along for the spin. There have been protests around the country
in Cork and the Newswire reports bizzare sightings of anti dumping helicopters in
Kerry. The reality of dirtier towns, burning rubbish and the disappearing
waiver for pensioners is becoming apparent.

The issue of waste charges came up in City Council last night but while opposition was as strong as ever, the lack of a coherent strategy to do away with the Charges is glaringly evident.
It is only the start of October and already the issue of Bin Charges and the approach to the Estimates in Dublin City Council has started to become an issue.
At last night’s Council meeting the councillors discussed a draft submission on behalf of the Council to the review of local government funding. The 20 page document contained a wealth of information on the current funding and expenditure of the Council and suggested a number of ways to raise funds in future.
These included a hotel bed tax of two Euros a night and the end to the exemption for state occupied buildings from rates. Both would require Leinster House approval but the latter could mean as much as 24 million Euros a year for the Council, substantially more than the waste charges raise. One of the other options however attracted the anger of Sinn Fein and Independent councillors, namely the proposal to make domestic householders pay the full cost of the waste collection service, which would lead to a massive increase in charges.
An article submitted by indymedia.ie user Dermot Connolly lays out an insiders perspective on the Anti-Bin Tax Campaign and the part played in it by the Socialist Party. Dermot Connolly was one of the central organisers of the Dublin City Campaign for the Socialist Party as was his partner Joan Collins. His piece explains why neither of them are members of the Socialist Party any more and why Joan Collins is standing as an independent Bin Tax candidate. This article is one of the longest and most detailed perspectives published to date on this pivotal struggle against the imposition of privatisation by stealth - a privatisation agenda driven by the unspoken neo-liberal creed being pursued by the FF/PD Government. The article has caused a significant degree of controversy as the comments below it reveal and has led directly to attacks on the indymedia.ie site by persons unknown aimed at making the article unreadable.
Extract: "Some problems in a campaign of this type could be expected when the pressures came on. What was needed was a leadership who understood the need for maximum unity in action, and were prepared to compromise on secondary issues to achieve that. In reality what opened up was a struggle by different political groups to try and grab the leadership of the struggle."
The Crumlin / Drimnagh / Walkinstown anti bin tax campaign has started to return packaging to supermarkets under Section 29(i) of the Waste Management Act 1996.
Superquinn, Tesco and Dunnes all received trolleyloads of packaging.
After solidarity blockades, regular public meetings of 500+ and widespread non-payment (estimated at 80% +), the D12 campaigns tonight tried a new tactic - returning the packaging.
Each of the main supermarkets got a visit with about 15 at Superquinn, Sundrive Road and 50 at the Crumlin shopping centre (where Dunnes and Tesco have branches). The Supermarkets had got wind of what was up and had placed signs on the doors saying 'No Litter - we pay Repak and don't have to take packaging back.'
However, the campaign had letters to hand in to the store managers which quoted the relevant legislation
29 (i) requires the the owner or manager of a supermarket, service station or other sales outlet to provide, free of charge, specified facilities at such an outlet for the removal by customers opf packaging... and receptacles for the deposit of such packaging.
Each of those who returned packaging handed in the letter where they described themselves as ...
'a customer, consumer, environmentalist, a recycling fanatic and someone who demands that my rights be recognised'.
In Superquinn they accepted the rubbish, providing trolleys which were filled with packaging - I'll report later on how things went in Tesco and Dunnes.
Remember - Dec 12th the High Court, Monday 14th the estimates. The campaign hasn't gone away you know.
